The Academy of Sciences Observatory offers a panoramic view of Riga City.

If you have been to the church observatory in the Old Town in other Baltic countries, I recommend using the Academy of Sciences observatory in Riga. The Old Town observatories are located in the center of the Old Town, so if you focus on that, the Academy of Sciences observatory can see the entire city of Riga. What I like most is that it is spacious and comfortable. The church observatory has a nice feel, but... it is too narrow...
