The time I went was the Sera Kogen Farm Sunflower Festival, which only happens once a year, between July and August. However, you can visit this garden all the time, but it's only closed during the winter. There's a tower on the way to see the view from above. It's really beautiful when you go up there. Plus, it feels very refreshing to see beautiful and magnificent flowers. There are also stairs on the walkway for taking beautiful photos.
