When I mentioned Sanya for the summer, a friend recommended I check out Wanning. Riyue Bay boasts surf-able waves and a cool promenade lined with bars and restaurants overlooking the ocean. We spent 3 days here before heading to Sanya and I wish we had more time to enjoy the beaches. You could fly to Sanya and get a cab from Phoenix Int. airport or you could fly to Bo Ao airport and get a cab to Wanning (This was the cheaper option). Book a hotel near Riyue Bay or Shimei Bay. Cabs are easy and cheap. It rained quite a bit but the showers are short and pass very quickly. The people are wonderful and the food is delicious and reasonably priced.
